On March 11, 2020, a regular meeting of the Board of Rectors of Relocated Higher Education Institutions was held in the hall of the Board of the Ministry of Education and Science of Ukraine (Kyiv).

The event was attended by representatives of the Ministry of Education and Science of Ukraine: Svitlana Kretovych - Head of the Main Department of Higher Education, Vitaliy Yosypovych Nosok - State Expert of the Directorate of Higher Education and Adult Education, Iryna Mykhailivna Kravchuk - Acting head of the department of organizational support and control.

The meeting presented the results of monitoring of certain issues of relocated higher education institutions, which was conducted by a working group formed on the basis of the order of the Ministry of Education and Science of Ukraine dated November 21, 2019 №1450.

According to the findings of the Monitoring, the Horlivka Institute of Foreign Languages is included in the first category - "institutions that are actively developing and have significant potential for further development."

The meeting elected the Chairman of the Board of Rectors of the Relocated Free Economic Zone - Rector of the Volodymyr Dahl East Ukrainian National University, Doctor of Technical Sciences, Professor Olga Viktorivna Porkuyan. Rector of Donetsk National Technical University, Doctor of Economics, Professor Lyashko Yaroslav Alexandrovich was elected Deputy Chairman.
