Voucher – is a document that gives a person a one-time right to:
- retraining in the labor profession;
- training in a specialty to obtain a master's degree based on a bachelor's or master's degree obtained in another specialty;
- training at the next level of education; specialization and advanced training in professions and specialties.
Voucher value is set within the cost of education, but cannot exceed ten times the subsistence minimum for able-bodied persons. The current maximum value of the voucher is UAH 30,280.
Voucher for training is issued by regional branches of the State Employment Service to persons who are not registered in employment centers as unemployed, have a vocational or technical education or higher education and meet certain requirements, namely:
- combatants (UBD);
- persons discharged from military service after participation in activities necessary to ensure the defense of Ukraine, before they reach retirement age and subject to application within three years from the date of discharge;
- persons discharged from military service (except for conscripts), serving in internal affairs bodies, due to a reduction in the number, staff or due to health reasons before reaching retirement age, with at least 10 years of service, who have not acquired the right to a pension;
- persons who, during the period of martial law in Ukraine have been injured, contused, mutilated or ill as a result of military aggression;
- internally displaced persons (IDPs) of working age in the absence of suitable work;
- people over 45 years oldwhose insurance experience is at least 15 years;
- persons with disabilities in the absence of suitable work;
- persons in respect of whom it has been established the fact of deprivation of personal liberty as a result of armed aggression against Ukraine, after their release.
A person applying for a voucher must have a professional (vocational-technical), vocational pre-university or higher education and not be registered with the employment service as unemployed.
To receive a training voucher, you need to contact the structural divisions of the regional employment center or submit an application online on the website of the State Employment Center: https://www.dcz.gov.ua/profnavch/voucher .
In the event that a person receives a study voucher, a study contract is concluded between the educational institution and the person during the course 90 days after issuing the voucher.
