On the basis of the resolution of the Council of Ministers of the Ukrainian SSR dated August 31, 1954 under No. 1304 and the order of the Minister of Education of the Ukrainian SSR dated September 9, 1954 under No. 421, the Bilotserk Pedagogical Institute of Foreign Languages was transferred from the city of Bila Tserkva, Kyiv Region, to the city of Horlivka, Stalinska (now Donetsk) Region and named: Horliv Pedagogical Institute of Foreign Languages. The move took place in the first half of September 1954.

The "dry" language of the document is complemented by the emotional story of the Candidate of Pedagogical Sciences, Associate Professor G. S. Ivanenko: "I learned about the news - the institute is being transferred to Horlivka. I can't figure out where this city is, I've never heard anything about it. Only in the evening did I find out that Horlivka is the capital of the criminal world of the entire Soviet Union, it is the headquarters of bandits. You can't go out in the evenings: they will undress, remove all jewelry, fancy clothes, and take off their shoes. Therefore, you should not take wristwatches, gold jewelry, or valuables with you to Horlivka, because they will take them off. White shirts, sweaters, raincoats are not needed either, because in five minutes they will be black from coal dust. This is the description "experts" gave us, naive teachers, at a time when the people of Horliv were joyfully waiting for our arrival...

In the last days of August, the tension in the institute grew immoderately... On September 1, 1954, 11 freight cars were fully prepared for departure on the platform of Bilotserkiv railway station, next to which teachers and employees with their families, students and hundreds of mourners crowded. There was laughter and tears, a bitter parting with family and friends. There was a mass negative attitude towards the transfer of the institute to Horlivka...

Our echelon took three days to get from Bila Tserkva to Horlivka. On September 1, we left Bila Tserkva late in the evening, and on September 4, already in the dark evening, our train stopped near the Horli railway station, which was a small old one-story building at that time.

No sooner had our train stopped than the sounds of a brass band filled the station area. We were met; music was blaring on the platform, and a large number of people were standing nearby. The city administration, students of the mining technical school, representatives from various groups of the city came to welcome the professors and teachers of the Horliv Pedagogical Institute of Foreign Languages to their new home.

They took us quietly along the night Horlivka. The houses are already finished, and we are being taken away. Somewhere in the middle of the steppe they stopped and said to us: "Here you are at home." Here we saw a single four-story building. It was built two years ago for the future school.

The building was covered with garbage from all sides - the builders did not have time to remove it. And opposite, where the "Coton" store is now located, there was a city garbage dump, and after our arrival, cars took all kinds of junk there more than once.

After sleeping in the hall on the first floor, in the morning we saw what our new premises were, and it warmed our hearts: parquet floor, polished to a shine, beautiful lamps, large bright auditoriums, huge recreation rooms, everything smells of fresh paint. And around the house there is an endless steppe, where cows, goats graze, piglets run.

The first year of the institute's life in Horlivka was spent in the reconstruction of classrooms, their adaptation to foreign language learning, lecture courses, and the recruitment of teaching staff. Planting of trees, equipment of the sports field, student dormitories were organized around the institute...

Remembering the first year of the institute's stay on the generous-souled land of Donbas, I want to bow low to the people and say: "We sincerely thank you, good people, for your hospitality, for your great attention to the institute, for understanding its general problems and constant help in their development" yazanni."

K.K. remained the rector of the institute. Shvachko, who started his work in Bila Tserkva.

Karpo Kyrylovych Shvachko, a candidate of philological sciences, a participant in the Second World War, and a graduate of Taras Shevchenko Kyiv State University, managed the institute until 1974. He died in 2008.

"My dear citizens of Horliv, friends of youth and romantics of hard pedagogical work!

There is something to think about, something to remember, something to talk about. And there is also the grave necessity of life to look into our future, if we want to have it.

At one time, our Motherland constantly took care of raising not only the material, but also the cultural level of Donbas. This was the main reason for the opening of the Horliv Pedagogical Institute of Foreign Languages. But in order to open a new higher educational institution in a new place, it was necessary to find the basis on which the work of the institute staff could be organized. The Bilotserk Teacher's Institute, to which I was sent by the rector in 1953, became such a basis. Within 3-4 months of my new job, the Ministry of Education of Ukraine, on the basis of a relevant government decision, transferred the teachers' institute to the city of Horlivka and gave it the status of the Horlivka Pedagogical Institute of Foreign Languages. This is how my work as a rector began, hard, painstaking and interesting. And it continued for more than twenty years.

At one time, my senior comrades, directing me, inexperienced and young, to the rector's job, advised me to always live in the interests of the team, not to oppose myself to teachers and students, to always take care of the pedagogical and scientific growth of teachers, to keep in close contact with the local management and workers collectives This is exactly how my work as a rector began. Remembering my friends and colleagues at teaching work, today I would like to name those people with whom my whole life and all my perspectives were closely connected. Among them, I will mention first of all my vice-rectors for educational and scientific work, A.M. Yurzhenko, M.P. Dvorzhetska, A.V. Oleksandrov, vice-rector for extramural education O.P. Polovinkin, vice-rector for economic work O.O. Slivin ., deans of the faculties of English and French languages V.M. Britenkova, T.O. Honcharov, heads of departments G.S. Ivanenko, R.G. Keropyan, O.M. Masyukevicha, G.I. Shevchenko, Yu. Dubovsky .O., Mostovogo MI, Ryshkovsky R.Y., Terentyeva P.V.; teachers of the institute O.T. Sherstyukova, O.I. Gagurin, H.M. Grinchenko, V.I. Muraveynyk, M.A. Serkutin, L.O. Shamrai, G.D. Polskak, L.M. Pinkovska, Chagovets L.V., Pavlika I.S., Korchagina P.O. etc.

What was characteristic of these teachers in their daily work, in their persistent searches and concerns? It seems to me that they have always worried about the high professional training of future teachers of foreign languages. Therefore, it is not surprising that many former students, young teachers, eventually became top-class specialists, known far beyond the borders of Ukraine.

...I would like to wish the team of the Horliv Pedagogical Institute of Foreign Languages strong endurance and a creative approach not only to the educational process, but also to the organization of our entire life. Strong friendship, attentive attitude towards the student, constant concern for the higher interests of the team should always be at the forefront of our lives. Our conviction and bright faith in a better life for the people should always call us to creative work and new open perspectives.
